Again this year, the Pipes and Drums of the New York Police Department’s Emerald Society returned to Quebec’s old city to participate in St-Patrick’s Day celebrations. On a dazzling Saturday afternoon, the beat of drums and skirl of bagpipes filled the air along a parade route greeted by tens of thousands of spectators.
